hplamp.exe is a program that comes with HP Precision and helps make many HP scanner lights work properly. What it does, when Windows is started, is tell the HP scanner light to warm up and make itself ready should you need to use the scanner in the course of your computer usage. It is not a virus and poses no security threat to your system.
